Statement of Fees

Registered Training Organisations (RTOs) set their own course fees so training costs vary between courses and between providers. Individual student’s enrolment fee may also vary, depending on individual circumstances.

RT’s course fees include three components: Tuition Fees, Student Service & Amenities Fees and Materials Fees.

  1. Tuition Fees

    Tuition fees are based on the course that you are enrolling in. The tuition fee is calculated by multiplying the student contact hours by the fee set for each course, for 2016. Course fees

    use an hourly rate. The actual hourly rate will vary, depending on whether the student is eligible for a government subsidy or concession or neither.

    Each RT course has a Tuition Fee, Concession Fee and Government Subsidised Fee.

  2. Student Services and Amenities Fee

    The fee is a fixed amount per student that applies to 2016 enrolments. The fee applies equally to concession and non-concession students. The fee is used to fund a range of support services and student amenities.

  3. Materials Fee

    The Materials fee covers the cost of providing goods or materials purchased by RT to be used by students in the course of training, for example tools of trade, class materials, on-line licences, booklets, safety glasses etc.

    This fee varies according to the course being undertaken and there are no concession rates available.

    NB Some other essential items that are not included in the materials fee will be listed pre-enrolment, including some safety clothing requirements e.g. safety boots for trade courses.

  4. Other Fees

    Replacement of Statement of Attainment &tbsp; $15

    Replacement of Certificate &tbsp; $25

  5. Fee for Service/No Government Subsidy

    Some of our courses are charged using a fixed ‘fee for service’ enrolment fee which includes all three components of the enrolment fee. Where this is the case, it is clearly indicated on the relevant course information.

    The ‘Fee for Service’ course rates vary depending on the course. There are no government subsidies or concession rates available for these courses.

  6. Concession Fees

    The Concession rate does NOT apply to the Materials Fee or to the Student Services and Amenities Fee, and it is not applicable to VET in Schools programs.

    The Concession Fee is set at 20 per cent of the published standard hourly Tuition Fee for courses that attract Victorian Training Guarantee funding. Concessions apply for enrolments in courses at the Certificate IV level and below.

    RT/RSC as the RTO will charge the concession fee to an individual who, prior to the commencement of training per calendar year, holds a current and valid:

      • Commonwealth Health Care Card (this concession also applies to the dependant spouse or dependent child of a card holder;
      • Pensioner Concession Card (this concession also applies to the dependant spouse or dependent child of a card holder;
      • Veteran’s Gold Card, or
      • An alternative card or concession eligibility criterion approved by the Minister for the purposes of these Guidelines.

    RT/RSC as the RTO retains a copy of the relevant concession card specified above.

  7. Payments

    All fees are required to be paid prior to course commencement and in full at the time of enrolment. This includes Tuition, Student services and amenities fees, and Materials fees are payable in full at the time of enrolment. Students have a variety of options for payment of their fees and charges, including: cash, cheque and credit card.

    It is the student’s responsibility to ensure that all fees are paid. Students with outstanding debts to RT will not be permitted to re-enrol, receive a statement of results or certificates, or to graduate.

  8. Fee Assistance

    Students having difficulties with payment of fees should speak with the Manager to discuss payment arrangements. Options may include a Payment Plan that will accommodate financial hardship.

  9. Cancellations, Withdrawals and Refunds

    Any student who wishes to withdraw from a Course must notify RT in writing as soon as possible.

    If a student withdraws prior to starting their course, deposit less $100 will be refunded.

    If a student withdraws after commencing the program no deposit or course fees will be refunded.

    If RT cancels a course a full refund will be paid, and if RT closes a full refund will be paid.

  10. The Victorian Training Guarantee

    Students may be eligible for a government-subsidised place in courses offered at RT. This is called the Victorian Training Guarantee (VTG).

    The Victorian Training Guarantee (VTG) makes vocational training more accessible to people who do not hold a post-school qualification, or who want to gain a higher level qualification than they already hold.

Am I eligible for a government subsidised training place?

Generally, you are eligible for a government subsidised training place if you are:

  • An Australian citizen
    An Australian Permanent Resident (holder of a permanent visa)
    A New Zealand citizen

and any of the following:

  • Under 20 years of age
  • Seeking to enrol in a Foundation Skills List course (and do not hold a Diploma or above qualification or are receiving core skills training in other sectors)
  • Seeking to enrol in VCE or VCAL
  • Seeking to enrol in an apprenticeship
  • 20 years and older and ‘up-skilling’ by seeking to enrol in a course at a higher level than your existing qualification.

If you are enrolled at a school, you will not be able to receive a government-subsidised training place for a course through the Victorian Training Guarantee, unless you are undertaking the course as part of a School-Based Apprenticeship or Traineeship. The Government supports schools in other ways to offer vocational training to their students.

How many courses am I eligible to claim VTG for?

You are eligible to commence a maximum of two subsidised courses at the same qualification level in your lifetime. This restriction applies whether or not you complete the courses. For example, this means if you have already commenced two courses at the Certificate III level, you may only commence courses at a Certificate II or IV level if you did not complete the Certificate III course.

This restriction does not apply to courses on the Foundation Skills List or to students recommencing training in the same qualification (at the same or a different provider).

Under exceptional circumstances students may apply for an exemption to the rule allowing only two commencements at the same level, enabling them to enrol in a further qualification at the same level.

In addition, eligible students can begin up to two subsidised courses in a year as long as you are not doing any more than two courses at a time.

What we require to determine your eligibility

The following documents are required to determine your eligibility for VTG funding (one document from Part A, and one document from Part B):

Part A

  • Australian Birth Certificate (not birth extract)
  • Current Australian Passport
  • Current New Zealand Passport
  • A current GREEN Medicare Card
  • Naturalisation Certificate
  • Formal documentation issued by the Australian Department of
  • Immigration and Citizenship confirming permanent residence

Part B

  • Current Drivers Licence
  • Current Learner Permit
  • Keypass Card
  • Proof of Age Card

Please note we will need to sight the original at the time of enrolment or have an original certified copy provided to the enrolling officer.

Failure to provide eligibility documentation:

If this documentation is not provided at the time of enrolment to prove your eligibility under the VTG, you will be unable to enrol or commence in the government subsidised program. You can elect to undertake your enrolment as a full fee paying student.
